March 1903
The Founding
On March 2, 1903, a committee met at the Burkee Bros. Store in Badger to draw up the Articles of Incorporation for Roseau County Farmers Mutual Fire Insurance Company. L.C. Hegstad was chosen as Chairman and O.E. Howg as Secretary. The company was established to sell fire and lightning insurance on the township mutual plan across thirty townships, with corporate existence beginning April 1, 1903.
1903-1904
First Policies and Early Growth
O.E. Howg sold the first policy for $734.00 with a premium and fee of $4.67 for three years to E.A. Aase of Dieter Township. In the first year, 70 policies were issued totaling $48,032 in coverage. By the end of 1904, 182 policies had been written with an additional $92,210 in coverage. The first Board of Directors included O.E. Howg (President), L.C. Hegstad (Secretary), and seven others.
1905-1906
Leadership Transitions
When O.E. Howg left the area in 1905, Vice President B.L. Sundal took over his duties. At the January 2, 1906 meeting, Sundal was elected President and A.G. Lokken replaced Hegstad as Secretary. Edward Erickson was named to the Board in 1906 and became an active agent for the company.
1911-1917
Early Reorganization
In 1911, the Annual Meeting was changed to June, Sundal left the Board, and O.E. Howg was named President again. The Annual Meeting was changed back to January in 1913. T.G. Hegstad served as Secretary from 1915 until 1917, when he moved out of the area and O.E. Howg was appointed Secretary. N.E. Wold began his presidency in 1917, serving until 1927.
1927-1933
Establishing Permanence
Ole J. Winjum served as President from 1927 to 1933. In 1933, the Board voted to make the corporate existence perpetual instead of the original 30-year term that was set to end April 1, 1933. The Articles were changed to elect three Directors each year. Edward Erickson became President in 1933.
1948-1966
The Erickson Era
O.E. Howg served as Secretary until March 30, 1948, when T.G. Hegstad returned to assume the role until June 1953. Edward Erickson served as President from 1933 until his retirement in 1966, totaling 60 years of service to the company since joining the Board in 1906. Various secretaries served during this period including M.V. Modahl (1953-1958) and Albert Kammen (1958-1977).
1977-1978
Professional Management Begins
In 1977, Vivian (Erickson) Thacker/Burggraf was hired as Office Manager to handle day-to-day operations, relieving the President and Secretary of these duties. On January 1, 1978, the company established its first permanent office space, renting below the old post office on Main Street in Badger, then moving to a corner building in July 1978.
1980s
Modernization and Expansion
The late 1970s and 1980s brought significant changes: comprehensive reinsurance programs, company liability and professional liability policies, and expanded inspection programs. In 1981, policyholders voted to expand the service area to neighboring counties. By 1986, Stanley Alberg became President, and on March 1 of that same year, Jim Svir became the company's Manager/General Agent — a leadership appointment that would shape the organization for the next four decades.
The territory expanded again in 1987 to 150 townships across multiple counties. In the fall of 1988, Bruce Olson was hired as the company's first Service Man — performing fire safety inspections and assisting with claims — a role that would become central to serving policyholders for decades to come. Embracing the emerging age of technology, the company purchased its first computer in August 1989, laying the groundwork for more efficient operations in the years ahead.
1991
Historic Merger
Effective July 1, 1991, Border Farmers Mutual Fire Insurance Company of Baudette, Minnesota merged into Roseau County Mutual Insurance Company. The operating territory expanded to 250 townships across Roseau, Marshall, Kittson, Lake of the Woods, and parts of Koochiching and Beltrami Counties.
1990s
New Faces, New Headquarters
Jim Christianson was hired as the company's Adjuster/Inspector, bringing skilled claims and inspection support to policyholders across the growing seven-county territory. The decade also brought a long-overdue home of its own: after purchasing land in Badger in April 1997, construction began in June on a new 36' x 60' office building, with Rod Wulff Construction of Wannaska serving as General Contractor. The staff moved in that September, and an open house was held on October 10, 1997. That same year, Kelly Lindland joined the office as the company's accounting and bookkeeping specialist — managing the financial records, premium accounting, and day-to-day fiscal operations that kept the growing organization running smoothly. Her expertise and dedication would prove invaluable, anchoring the office's financial operations and beginning what would become a 27-year career with the company.
2000-2003
Centennial Leadership and Community Crisis
Joe C. Burian was elected President in 2000, and Bruce E. Olson became Secretary. Vivian Thacker retired as Chairperson of the Board in 2000 after decades of dedicated service. In 2002, the City of Roseau experienced the worst flood in its history, with approximately 85% of the city's residents impacted. Roseau County Mutual responded swiftly, working diligently to take care of its insureds in a timely and compassionate manner — a defining moment that underscored the company's commitment to its policyholders when it matters most. That same year, Manager/General Agent Jim Svir was elected Chairman of the Minnesota Association of Farm Mutual Insurance Companies (MAFMIC), bringing regional recognition to the company's leadership. The company then celebrated its 100th Anniversary in 2003, marking a century of continuous service to Northern Minnesota.
2012
Strengthening the Team
Tabitha Bronson joined the company as Office Assistant in 2012, bringing warmth and reliability to the day-to-day operations of the Badger office. Her addition further strengthened the team's ability to provide attentive, personal service to policyholders across the region — a role she continues to fill with dedication today.
2018
Next Generation of Service
On January 1, 2018, Mark Berger joined the office staff as the company's new Adjuster/Inspector, succeeding Jim Christianson in the role. Mark brought fresh energy and commitment to the position, continuing the company's tradition of thorough, fair, and locally-grounded claims and inspection services for policyholders across the seven-county territory.
2025
A Well-Earned Retirement
After 27 years of dedicated service to the company, Office Bookkeeper Kelly Lindland retired on August 1, 2025. Kelly's contributions to the financial operations and day-to-day life of the office left a lasting impression on staff and policyholders alike. She was succeeded by Chelsie Hebel, who joined the team as Accountant/Bookkeeper and continues to carry forward the standard of care and professionalism Kelly established.
2026
New Leadership
In 2026, Jim Christianson became Board President, continuing the company's tradition of strong community leadership. On March 1, 2026, Mark Berger was appointed as Company Manager/General Agent. After 40 years of dedicated service, Jim Svir retired in April 2026 — closing a chapter that fundamentally defined Roseau County Mutual as it exists today. When Jim took the helm as General Manager in 1986, he inherited a small regional mutual and transformed it over four decades into a modern, efficiently run organization built for long-lasting success. He modernized operations, streamlined processes, and guided the company through periods of growth and change with steady, principled leadership. It is not an overstatement to say that Roseau County Mutual would not be what it is today had it not been for Jim's vision, work ethic, and unwavering commitment to its policyholders. His legacy is woven into every aspect of the company he helped build.

Continuing Our Mission
Over 120 years later, we remain true to our founding principles while embracing innovations that better serve our members. Under the leadership of Board President Jim Christianson and Manager/General Agent Mark Berger, our dedicated team — Adjuster/Inspector Grant Stewart, Accountant/Bookkeeper Chelsie Hebel, and Office Assistant Tabitha Bronson — continues to serve our policyholders with integrity and care. We remain owned by our members and committed to the prosperity of Northern Minnesota.

Built on Mutual Principles

The original Articles of Incorporation were witnessed by 32 signers and established the first Board of Directors: O.E. Howg, C.O. Haug, Peter P. Reudro, E.A. Aase, T.P. Anderson, B.J. Dahlen, L.C. Hegstad, B.C. Sater, and Olaf Nilson. These community leaders understood that by pooling resources and sharing risks, farming families could protect themselves more effectively than going it alone.

As a township mutual insurance company, we operate under Minnesota Statute 67A, which governs mutual insurance companies owned by their policyholders rather than outside shareholders. The company began serving thirty townships and has grown to serve 250 townships across seven counties.
